1. A method for wireless communications at a user equipment (UE), comprising:
receiving a configuration for a plurality of transmission time intervals that each include either uplink symbols, downlink symbols, flexible symbols, or combinations thereof, wherein a flexible symbol is configurable as either an uplink symbol or a downlink symbol;
receiving a grant scheduling one or more repetitions of an uplink shared channel to carry an uplink random access message; and
transmitting the one or more repetitions on one or more corresponding transmission time intervals of the plurality of transmission time intervals in accordance with a rule, the one or more corresponding transmission time intervals each comprising a combination of one or more consecutive uplink symbols and one or more consecutive flexible symbols, the rule defining that both uplink symbols and at least a subset of the flexible symbols are available for the uplink shared channel.
