1. A method of manufacturing a crash pad for a vehicle including a skin layer configured to form an outer surface of a crash pad including an airbag module, a core layer formed on a lower surface of the skin layer, and a foam layer formed between the core layer and the skin layer, the method comprising:
placing a skin layer on a first mold,
wherein the skin layer is formed by fusing a first powder to a mold for a skin layer heated at 160 to 300° C.; and
cooling the mold to which the first powder is fused;
mounting a second mold on the first mold, the second mold having a core layer formed thereon; and
forming a foam layer by injecting a foam layer-forming agent between the skin layer and the core layer and foaming the injected foam layer-forming agent.
