1. A method performed by an apparatus, comprising:
sending first indication information to a network device, the first indication information indicating N groups of monitoring capability parameters of a terminal device, each group of monitoring capability parameters comprising: a reference value of an interval between monitoring spans, and a reference value of a duration of a monitoring span for which N is a positive integer, a monitoring capability comprising at least one of: a maximum quantity of candidate downlink control channels, or a maximum quantity of non-overlapping control channel elements;
determining K monitoring spans in a first time unit based on reference values of intervals between monitoring spans and/or reference values of duration of monitoring spans in the N groups of monitoring capability parameters for which K is a positive integer;
determining monitoring capabilities in the K monitoring spans based on reference values of monitoring capabilities in monitoring spans in the N groups of monitoring capability parameters, wherein a monitoring capability in each of the K monitoring spans is a maximum of the reference values of the monitoring capabilities in the monitoring spans in the N groups of monitoring capability parameters; and
performing blind detection on a downlink control channel in at least one of the K monitoring spans based on the monitoring capabilities in the K monitoring spans.
