1. An electric load control device, comprising:
communication interface circuitry;
control circuitry to:
responsive to receipt, via communication interface circuitry, of a broadcast discovery message transmitted by a user device via a first communication network:
determine an RSSI for the received broadcast discovery signal;
obtain from the broadcast discovery message a minimum response signal strength;
determine whether the RSSI of the received broadcast discovery signal is greater than the minimum response signal strength; and
responsive to the determination that the RSSI exceeds the minimum response signal strength:
generate a discovery response signal, wherein the discovery response signal includes data representative of:
 an identifier assigned to the electric load control device;
 the RSSI of the received broadcast discovery message; and
 data representative of an identity of each of one or more second electric load control devices included in a network of electric load control devices and from which the electric load control device has received a message.
