1. A method comprising:
selecting a public land mobile network (PLMN);
determining an access identity which is applicable in the PLMN;
determining whether an access attempt based on the access identity is allowed;
based on the access attempt being allowed, transmitting, to an Access and Mobility management Function (AMF), a registration request message; and
receiving, from the AMF, a registration accept message,
wherein, i) based on that there is no available PLMN except for PLMNs in a list of forbidden PLMNs and, ii) based on that disaster related information for a specific PLMN of the PLMNs in the list of forbidden PLMNs represents that the specific PLMN accepts disaster roamers:
the specific PLMN is selected, and
the access identity applicable in the specific PLMN is an access identity based on an access identity number related to a disaster roaming, among a plurality of access identity numbers related to user equipment (UE) configuration; is determined.
