1. A video decoding method, comprising:
acquiring, by a decoder, one or more control point sets, wherein each control point set is associated with a control point set index and comprises multiple control points;
determining, by the decoder, regardless of motion vectors of control points in a control point set, whether a reference index of each control point for a control point set index within the control point set is greater than or equal to zero;
determining, by the decoder, regardless of motion vectors of control points in the control point set, whether a reference index of each control point for a control point set index within a control point set is equal to each other; and
determining, by the decoder, a flag indicating that an affine motion model is available without comparisons between the motion vectors of the control points in the control point set based on the determination results, comprising:
determining the flag indicating that the affine motion model is available in response to determining that a reference index of each control point for a control point set index within the control point set is greater than or equal to zero and a reference index of each control point for the control point set index in a first reference list is equal to each other; or
determining the flag indicating that the affine motion model is available in response to determining that a reference index of each control point for a control point set index within the control point set is greater than or equal to zero and a reference index of each control point for the control point set index in a second reference list is equal to each other.
