1. A method comprising:
receiving, by a cloud-based services orchestrator, latency measurements corresponding to control plane operations directed to a shared resource shared by a plurality of cloud computing instances; and
based on a latency threshold for the resource and the received latency measurements, providing to one or more of the plurality of cloud computing instances, by the cloud-based services orchestrator, an updated latency threshold for control plane operations that corresponds to a healthy state for the shared resource.
