1. A method, comprising:
obtaining information about reference cells of a first cell, wherein the reference cells comprise reference cells of at least two levels, the reference cells of at least two levels comprise a first-level reference cell and a second-level reference cell, a coverage area of the first-level reference cell overlaps a coverage area of the first cell, a coverage area of the second-level reference cell overlaps the coverage area of the first-level reference cell, and the coverage area of the second-level reference cell does not overlap the coverage area of the first cell; and
determining, based on the information about the reference cells, whether energy saving processing needs to be performed on the first cell,
wherein the first cell comprises a capacity booster cell, and each of the reference cells of the first cell comprises a basic coverage cell.
