1. A device, comprising:
a processing system including a processor; and
a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising:
identifying a first capability of first user equipment based on a first identifier associated with the first user equipment;
generating a first prediction regarding a utilization of a first resource in a first network based on first data received over the first network; and
generating a first directive for the first user equipment, a second user equipment, or a combination of both, based on the first prediction and the first capability.
