1. An encoder comprising:
circuitry; and
memory coupled to the circuitry, wherein in operation, the circuitry:
encodes, into a sequence parameter set, a first parameter indicating that a change in a picture size resolution is allowed for any of pictures; and
encodes a flag indicating whether temporal motion vector prediction is enabled or disabled, wherein
when a reference picture having a same resolution as a current picture is not available to encode the current picture, the flag indicates that the temporal motion vector prediction is disabled.
