1. A processor of a user equipment (UE) configured to perform operations comprising:
monitoring a multicast broadcast service (MBS) control channel (MCCH) during a radio resource control (RRC) idle state or a RRC inactive state; and
identifying a MCCH change notification, the MCCH change notification indicating a modification to an MBS traffic channel (MTCH), wherein the MCCH change notification is provided by a downlink control information (DCI) format without a dedicated radio network temporary identifier (RNTI) for indicating the MCCH change notification.
