1. A first wireless communication device, comprising:
circuitry configured to:
adjust a transmission parameter based on a determination that a first resource selected for packet transmission is preempted by a second wireless communication device in sidelink communication, wherein
the adjustment of the transmission parameter includes conversion of a modulation method to a high-efficiency method; and
transmit the packet using the selected first resource.
