1. A user equipment (UE), comprising:
a transceiver,
one or more processors; and
one or more memories coupled with the one or more processors and storing processor-executable code that, when executed by the one or more processors, is configured to cause the UE to:
receive, via the transceiver, a first signaling comprising a first indication of a first offset for a cell in a non-terrestrial network (NTN);
receive, via the transceiver, a second signaling comprising a second indication of a negative offset; and
transmit, via the transceiver, an uplink message based at least in part on a second offset, wherein:
the second offset is based at least in part on adding the first offset and the negative offset.
