1. A first wireless device comprising:
one or more processors; and
memory storing instructions that, when executed by the one or more processors, cause the first wireless device to:
receive, from a second wireless device, a ProSe PC5 discovery message comprising a relay service code (RSC) indicating that the second wireless device supports relay of an emergency service to a network;
based on not receiving a signal of a cell, of the network, comprising a system information block (SIB) indicating support for the emergency service, determine that the first wireless device does not have a direct connection to the network for the emergency service; and
based on the direct connection to the network for the emergency service not being available to the first wireless device, send, to the second wireless device, a ProSe direct link establishment request message to obtain emergency service, wherein the ProSe direct link establishment request message comprises the RSC indicating that the second wireless device supports the relay of the emergency service.
