1. A location server configured for supporting location services for a user equipment (UE) comprising:
an external interface configured to communicate with one or more base stations, and one or more UEs;
at least one memory;
at least one processor coupled to the external interface and the at least one memory, wherein the at least one processor is configured to:
send, via the external interface, a message for a positioning session to the UE; send, via the external interface, a message to a base station that has an established Radio Resource Control (RRC) connection with the UE requesting a connection suspension for the UE to place the UE in an inactive state, wherein the base station suspends the RRC connection between the base station and the UE in response to the message; and
receive, via the external interface, location information from the UE after the UE performs positioning measurements to obtain the location information and resumes the RRC connection with the base station.
