1. A method for traffic shaping of a hybrid network using Internet Protocol (IP) comprising a first transport and a second transport, the method comprising:
establishing an on-course line to monitor usage of the first transport over a usage cycle, wherein the on-course line defines a usage-limit of the first transport for a given instant within the usage cycle;
tracking a current usage of the first transport over the usage cycle;
determining a preference between the first transport and the second transport based on a property of a traffic to be transported by the hybrid network; and
adjusting the preference to shift the traffic to the second transport as a distance of the current usage from the on-course line decreases for a current instant,
wherein the first transport has a lower latency than a latency of the second transport.
