1. A video decoding apparatus comprising:
a prediction unit configured to derive a prediction image in a GPM mode using a weight parameter derived from an angle variable; and
a non-separable transform processing unit configured to perform a non-separable transform,
wherein, in a case that an inter-prediction mode is the GPM mode, the non-separable transform processing unit derives a matrix of a non-separable transform from split information (merge_gpm_partition_idx) of the GPM.
