1. A moving picture decoding method of decoding a current picture to be decoded which is included in a moving picture, the moving picture decoding method comprising:
selecting, based on a reference direction flag, a first reference picture from among all reference pictures included in at least one of a first reference picture list and a second reference picture, the reference direction flag being attached to the current picture and indicating which one of a reference picture preceding the current picture in a display order and a reference picture following the current picture in the display order is to be used, the first reference picture preceding or following the current picture in the display order and including a first reference motion vector and a second reference motion vector;
determining a display order for the current picture and the all reference pictures, based on respective indexes of the all reference pictures;
deriving at least one candidate motion vector of the current picture using at least one of the first reference motion vector and the second reference motion vector, and adding the at least one candidate motion vector into a candidate list; and
decoding the current picture using the at least one candidate motion vector selected from the candidate list,
wherein the deriving and adding includes deriving, when the all reference pictures precede or follow the current picture in the display order, two candidate motion vectors of the current picture from the first reference motion vector and the second reference motion vector, respectively, by scaling the first reference motion vector and the second reference motion vector.
