1. A method, comprising:
receiving, by an apparatus, first security protection information from a first terminal device via a PC5 communication interface between the first terminal device and a second terminal device, wherein the apparatus is the second terminal device or a chip in the second terminal device;
setting, by the apparatus and based on the first security protection information of the first terminal device indicating that security protection is not needed and second security protection information of the second terminal device indicating that the security protection is not needed, a configuration of user plane confidentiality protection corresponding to the PC5 communication interface to off; and
sending, by the apparatus and to the first terminal device, a message comprising the configuration of user plane confidentiality protection corresponding to the PC5 communication interface, wherein the message indicates that the configuration of user plane confidentiality protection is set to off.
