1. A computer-implemented method, comprising:
receiving, over a transport connection between a client device and a server, a first request message for a first resource;
determining characteristics of the first request message based on contents of a first pathname indicated in the first request message, the contents of the first pathname including a first word of the first pathname;
determining, from a mapping table, a first congestion control algorithm of a plurality of congestion control rules applicable to pathnames that include the first word of the first pathname, the first word of the first pathname providing an indication of a first size of the first resource; and
applying the first congestion control algorithm to the transport connection for application to a transmission of a first response message to the first request message.
