1. A mobile device comprising:
a transmitter configured to send a first message having a message segment to a response network; and
processing circuitry configured to:
receive a request to send a second message to the response network, and
send the second message represented as an enabled redundant bit, a message sequence identifier identifying the first message, and an information segment identifier identifying the message segment when an entropy factor indicates a threshold similarity of the second message with respect to the first message.
