1. A top insulator to be inserted into a case of a secondary battery, the top insulator comprising:
a glass fiber including crossed weft yarns and warp yarns of glass fiber raw yarns; and
a silicone rubber on at least one surface of the glass fiber,
wherein the glass fiber has a composition ratio of 70 wt % to 80 wt %, the silicone rubber has a composition ratio of 20 wt % to 30 wt %,
wherein the silicone rubber comprises a silicone polymer and a flame retardant, the silicone polymer having a composition ratio of 10 wt % to 20 wt %, and the flame retardant having a composition ratio of 10 wt % to 15 wt %,
wherein the silicone rubber includes:
a first silicone rubber layer attached to the glass fiber raw yarns where the first silicone rubber layer defines respective pores in respective spaces between the glass fiber raw yarns, and
a second silicone rubber layer on the first silicon rubber layer and in the pores to fill the pores, and
wherein the top insulator is heat resistant to a temperature of at least 250° C.
