1. A computing system (CS) for an autonomous vehicle (AV), said CS comprising a hierarchy of roadside units and wherein a roadside unit (RSU) of said hierarchy of roadside units comprises:
a) a communication module that:
i) communicates with components of an Intelligent Road Infrastructure System (IRIS) and with the AV;
ii) transfers information between the RSU and components of the IRIS; and
iii) sends guidance information and targeted instructions to the AV; and
b) a data processing module that processes data from the communication module,
wherein said RSU receives data from the AV and generates guidance information and targeted instructions for the AV,
wherein the RSU comprises a roadside sensor that detects traffic conditions and provides roadside sensor data,
wherein the RSU collects AV sensor data from the AV; fuses AV sensor data, roadside sensor data, and cloud data to provide fused data; and processes the fused data using a learning based model, statistical model, and empirical model.
