1. A method of synthesizing glyoxylate starch, the method comprising:
dispersing at least one starch selected from the group consisting of cationic starch, nonionic starch, and anionic starch in a liquid to form a starch slurry;
combining NaOH with the starch slurry to form a starch slurry mixture;
adding 2-chloroacetamide to the starch slurry mixture to allow the 2-chloroacetamide to react with the starch of the starch slurry mixture to form a first reaction mixture;
raising the temperature of the first reaction mixture;
followed by cooling of the first reaction mixture to about room temperature to form a modified starch solution including a modified starch selected from the group consisting of cationic starch, nonionic starch, and anionic starch;
adding glyoxal to the modified starch solution to form a second reaction mixture;
stirring the second reaction mixture to form glyoxylate starch selected from the group consisting of glyoxylate cationic starch, glyoxylate nonionic starch, and glyoxylate anionic starch.
