1. A vehicle driving support system comprising:
circuitry configured to:
evaluate ability of a driver based on a driving operation of the driver for each of a plurality of driving-related functions possessed by the driver to drive a vehicle, wherein the driving-related functions include a perceptual function that perceives a traffic environment, a determination function that determines a driving operation required in the traffic environment, and an operation function that performs the driving operation;
determine, based on a past evaluation result of the ability of the driver, whether the ability of the driver is less than a predetermined standard and is not improved from then on for each of the driving-related functions; and
when it is determined that the ability of the driver is less than the predetermined standard for at least a part of the driving-related functions and is not improved from then on, performs substitution control for causing the vehicle to perform the part of the driving-related functions instead so as to perform driving even if the driver does not exert the ability.
