1. A user equipment (UE) in a communication system, the UE comprising:
a processor; and
a transceiver operably coupled with the processor, the transceiver configured to:
receive a radio resource control (RRC) message including a plurality of transmission configuration indicator (TCI) states associated with an uplink transmission;
receive a media access control (MAC) control element (CE) including activation information associated with a set of TCI states from the plurality of TCI states;
receive downlink control information (DCI) including indication information associated with an indicated TCI state from the set of TCI states; and
transmit the uplink transmission based on the indicated TCI state,
wherein a first TCI state among the plurality of TCI states includes a cell-identifier (ID) that is not a serving cell-ID, and
wherein a second TCI state among the plurality of TCI states includes the serving cell-ID.
