1. A method comprising:
moving a first arm of an actuator in a first direction to fully open a diverter valve that controls openings to a first scroll and a second scroll of a turbocharger, said actuator positioned between an exhaust gas bypass valve and the diverter valve; and
thereafter, moving a second arm of the actuator in a second direction opposite the first direction to open the exhaust gas bypass valve disposed in a bypass pipe while maintaining the diverter valve in a fully open position allowing exhaust into the first scroll and the second scroll.
