1. A method, comprising:
receiving, by a terminal device, configuration information sent by a network device, wherein the configuration information comprises reliability information, channel busy ratio (CBR) information, and speed information, wherein the reliability information comprises information indicating a reliability scope or level, wherein the CBR information comprises information indicating a CBR scope or level, and wherein the speed information comprises information indicating a speed scope or level of the terminal device; and
determining, by the terminal device, a packet data convergence protocol (PDCP) duplication processing operation based on service-related information and the configuration information, wherein the service-related information comprises information related to a service corresponding to a PDCP entity, and wherein the processing operation comprises an activation operation or a deactivation operation,
wherein the service-related information comprises the speed information of the terminal device, reliability information of the service corresponding to the PDCP entity, and CBR information of a resource pool corresponding to a current service of the terminal device, and
wherein determining the PDCP duplication processing operation comprises that, when a reliability requirement satisfies a first condition, and the CBR information of the resource pool satisfies a second condition, and the speed information of the terminal device satisfies a third condition, the terminal device determines to activate the PDCP duplication processing operation of the corresponding PDCP entity.
