1. A method of a user equipment (UE) in a wireless communication system, the method comprising:
receiving, from a base station, an uplink transmission resource;
determining whether a medium access control (MAC) protocol data unit (PDU) to be transmitted in the uplink transmission resource is stored in a hybrid automatic repeat request (HARQ) buffer; and
identifying a priority of the uplink transmission resource, wherein, in case that the MAC PDU to be transmitted in the uplink transmission resource is stored in the HARQ buffer, the priority of the uplink transmission resource is identified based on a highest priority among priorities of logical channels multiplexed to the MAC PDU, and
wherein, in case that the MAC PDU to be transmitted in the uplink transmission resource is not stored in the HARQ buffer, the priority of the uplink transmission resource is identified based on a highest priority of logical channels that have data available to be multiplexed to a MAC PDU transmitted via the uplink transmission resource.
