1. A system comprising:
a network node including a first processor configured to:
receive routing rules associating geohash tiles, for a region of interest, with one or more virtual Road-side Units (vRSUs);
receive a message from a vehicle client in the region of interest, wherein the message includes a message header that identifies geospatial coordinates of a vehicle;
calculate a geohash based on the geospatial coordinates in the message header;
associate, based on the routing rules, the geohash with one of the vRSUs; and
route, based on the associating, the message to the one of the vRSUs.
