1. A base station in a communication system, the base station comprising:
a processor; and
a transceiver operably coupled to the processor, the transceiver configured to:
transmit, to a terminal, information indicating at least one synchronization signal and physical broadcast channel (SS/PBCH) block index, the SS/PBCH block index corresponding to one or more candidate SS/PBCH block indices; and
transmit, to the terminal, a SS/PBCH block among one or more SS/PBCH blocks having a candidate SS/PBCH block index corresponding to the SS/PBCH block index indicated by the information,
wherein the candidate SS/PBCH block index is one among indices for candidate SS/PBCH blocks indexed based on a number of the candidate SS/PBCH blocks in a half frame,
wherein, for operation with shared spectrum channel access, the SS/PBCH block index is determined based on a modulo operation based on the candidate SS/PBCH block index and a quasi-co-location (QCL) parameter, and
wherein, for operation without shared spectrum channel access, the SS/PBCH block index is same as the candidate SS/PBCH block index.
