1. A method at a wireless device for measurement reporting comprising:
detecting a first number of beams associated with a first cell;
processing a subset of the first number of beams, the processing providing a cell quality associated with the first cell;
performing layer 3 filtering on the cell quality;
performing layer 3 filtering on beam measurements of the first number of beams;
generating a measurement report, the measurement report comprising the cell quality that was layer 3 filtered, the beam measurements that were layer 3 filtered, and one or more identifiers; and
transmitting the measurement report to a network node.
