10. A base station in a wireless communication system, the base station comprising:
a transceiver; and
a controller coupled with the transceiver and configured to:
transmit, to a terminal, a configuration including a random access channel (RACH) configuration index, and
receive, from the terminal, a random access preamble based on a RACH occasion in a system frame, the RACH occasion being identified based on the configuration,
wherein the RACH configuration index indicates a RACH period,
wherein an index of the system frame is determined based on mod(Nf, Nperiod)=k,
wherein the Nf indicates the index of the system frame,
wherein the Nperiod is associated with the RACH period, and
wherein the k is an integer associated with the RACH period.
