1. A network element associated with a base station, the network element configured to:
transmit a first downlink control channel transmission within a first bandwidth region, wherein the first bandwidth region is 1) a subset of a system bandwidth and 2) was used by a wireless transmit/receive unit (WTRU) when initially accessing the network element;
transmit configuration information related to: 1) a second downlink control channel transmission associated with a second bandwidth region of the system bandwidth and 2) a set of search spaces associated with the second bandwidth region; and
transmit the second downlink control channel transmission within the second bandwidth region.
