1. An operation method of a terminal in a communication system, the operation method comprising:
receiving, from a base station, information on a requirement including information of target block error rates (BLERs) configured to have multi levels, wherein the multi levels of the target BLERs are configured respectively for a plurality of transmit blocks included in a first downlink (DL) packet;
transmitting, to the base station, first information including one or more transmission parameters for achieving the target BLERs and a target throughput included in the information on the requirement, wherein the one or more transmission parameters include at least one of precoder information, modulation and coding scheme (MCS) information, transmission power information, and resource allocation information;
performing a consecutive decoding for the plurality of transmit blocks included in the first DL packet transmitted from the base station; and
transmitting a first feedback signal based on a result of the consecutive decoding in a first feedback resource,
wherein an allocation of resource for the each of the plurality of transmit blocks included in the first DL packet is performed independently for each of the multi levels of the target BLERs, when cyclic redundancy check (CRC) operations for first to n-th transmit blocks among the plurality of transmit blocks are not successful and CRC operation for an (n+1)-th transmit block among the plurality of transmit blocks is successful in the consecutive decoding, the first feedback signal is an acknowledgement (ACK) signal and the first feedback resource is a resource allocated for a feedback operation for the (n+1)-th transmit block, and the n is a natural number.
