5. A network computer device, comprising:
a processor configured to:
transmit, to a wireless user equipment device, a shared value for use by the wireless user equipment device to determine whether to transition from a low power state;
derive a value based on the transmitted shared value and a secret value using an algorithm; and
transmit, to the wireless user equipment device, the derived value in a message to cause the wireless user equipment device to transition from the low power state;
wherein the network computer device and the wireless user equipment device both have stored thereon the secret value and the algorithm, wherein no other device has stored thereon the secret value, and wherein the shared value was transmitted to the wireless user equipment device before the derived value was transmitted to the wireless user equipment device.
