3. A user equipment (UE) in a wireless communication system, the UE comprising:
at least one transceiver;
at least one processor; and
at least one computer memory operably connectable to the at least one processor and storing instructions that, when executed, cause the at least one processor to perform operations comprising:
configuring a first random access (RA) preamble and a second RA preamble, wherein the first RA preamble indicates that a RA Response (RAR) is not required and the second RA preamble indicates that the RAR is required; and
transmitting one of the first and second RA preambles to the network,
wherein, based on the transmitted RA preamble being the first RA preamble, a random access procedure is considered as being completed without monitoring the RAR.
