1. A method comprising:
estimating an occupancy level of a coded picture buffer (CPB) associated with a hypothetical reference decoder (HRD) based on an upper limit for bit allocation;
allocating a first number of bits for encoding a first picture based on the estimated occupancy level of the CPB;
selecting a quantization parameter value based on the allocated number of bits; and
encoding the first picture based on the selected quantization parameter value;
wherein the upper limit is estimated based on a second number of bits to be allocated for encoding a second picture; and
wherein the second number of bits is based on:
a removal time of an access unit from the CPB; and
a time of arrival of a first bit of the access unit at the CPB.
