[ 29. A lithium ion cell comprising:
an anode comprising a lithium intercalation or allying active composition;
a cathode comprising an active composition comprising a particulate material of lithium cobalt oxide, polymer binder, and an electrically conductive particles, the cathode having a specific capacity cycled against lithium foil electrode of at least 170 mAh/g discharged from 4.52V to 3V at a rate of C/3; and
a non-aqueous electrolyte comprising lithium ions,
where in the lithium ion cell can be cycled for at least 300 cycles between 4.47V and 3V at a discharge rate of C/3 without a drop of more than 20% of the capacity from the 5th cycle capacity.]
