1. A method for a first wireless device in a wireless communication system, the method comprising:
receiving, from a radio access network (RAN) node, system information including a sidelink configuration via a Broadcast Control Channel (BCCH),
wherein the sidelink configuration includes information on resource pools which are used for several wireless devices to perform sidelink transmissions;
selecting one or more carriers from the resource pools;
determining a congestion level of the one or more carriers based on Channel Busy Ratio (CBR) measurements on the one or more carriers;
triggering a connection establishment procedure for a PC5 connection between the first wireless device and a second wireless device for a specific service, wherein the connection establishment procedure is mapped to the one or more carriers;
selecting a first carrier having a lowest congestion level from the one or more carriers for the specific service;
allocating a sidelink grant for the first carrier for the specific service;
transmitting, to the second wireless device, a connection request message in the connection establishment procedure on the first carrier based on the allocated sidelink grant, wherein the connection request message includes information for the first carrier;
monitoring the one or more carriers mapped to the connection establishment procedure;
receiving, from the second wireless device, a connection response message in response to the connection request message on a second carrier, where the second carrier is a carrier among the one or more carriers mapped to the connection establishment procedure; and
performing carrier reselection upon receiving the connection response message on the second carrier in response to the connection request message.
