1. A base station configured to wirelessly communicate with one or more user devices in a coverage area via at least one antenna array the base station associated with one or more processors configured to perform operations comprising:
determine a loading factor for a first frequency band, the loading factor related to the at least one antenna array;
determine a loading factor threshold for the first frequency band within the coverage area based on historical loading factors;
determine a sector power ratio (SPR) for the first frequency band;
determine that the first frequency band has a greater SPR than a second frequency band;
determine that the first frequency band has a loading factor above the loading factor threshold;
predict a delay of a dynamic connection modification of a user device to the first frequency band, the prediction based on the first frequency band having the greater SPR than the second frequency band at the time of the predicted delay and based on the loading factor being above the loading factor threshold;
receive a request from the user device for connection to the first frequency band; and
delay the dynamic connection of the user device to the first frequency band during the time for the predicted delay.
