1. A communication apparatus capable of executing concurrent communication with a first base station and a second base station based on Dual Connectivity (DC) defined in cellular communication standards, the first base station operating as a master node in the DC and the second base station operating as a secondary node in the DC, the communication apparatus comprising:
at least one memory that stores a set of instructions; and
at least one processor that executes the instructions, the instructions, when executed, causing the communication apparatus to perform operations comprising:
attempting to transit Radio Resource Control (RRC) State of the communication apparatus from an RRC_Inactive state to an RRC_Connected;
causing, in a case where the communication apparatus can transition to a state communicable with the first base station as a result of the attempting in a state in which settings of the DC are maintained, an RRC state of the communication apparatus to transition to the RRC_Connected, and then executing connection processing with the second base station without an instruction from the first base station; and
controlling, in a first case where the communication apparatus can transition to a state communicable with the first base station as a result of the attempting but cannot establish a connection with the second base station, and in accordance with reception of an instruction to change a communication configuration from the first base station, to change the communication configuration of the communication apparatus based on the instruction and thereby communicating with the first base station without being based on the DC.
