1. A cold plate comprising:
a chamber defining an interior surface surrounding an interior region of the cold plate, the chamber comprising a first side and a second side, the second side having an active surface to be cooled and configured to cool an object outside the interior region of the cold plate, the second side being adjacent to the first side; and
an orifice plate coupled to the first side and separating an inlet plenum of the interior space from an outlet plenum of the interior region, the outlet plenum being in contact with the active surface, the inlet plenum being in contact with the first side, the orifice plate comprising:
an opening that fluidly couples the inlet plenum and the outlet plenum and directs fluid onto the active surface.
