1. A wearable intelligent electronic apparel (IEA) system for communicating with an intelligent transportation management (ITM) system having a transmitter-detector module and an ITM system controller, the wearable IEA system comprising:
an apparel body configured to be worn by a user;
a detection tag operatively attached to the apparel body, the detection tag being operable to receive a prompt signal from the transmitter-detector module and responsively transmit a response signal to the transmitter-detector module; and
a controller operatively attached to the apparel body and communicatively connected to the detection tag, the controller being programmed to:
receive, from the ITM system controller, a user location of the user based on the response signal output by the detection tag to the transmitter-detector module;
receive, from the ITM system controller, a first operating state of a traffic signal proximate the user location; and
transmit, to the ITM system controller, a request to switch the traffic signal from the first operating state to a second operating state.
