1. A counter unit comprising:
a measurement unit configured to measure an actually-measured value by counting a number of pulses of a pulse signal;
a comparison unit configured to determine coincidence between the actually-measured value measured by the measurement unit and a target value;
a time information processing unit configured to store a time corresponding to the actually-measured value in a buffer as target time information when the comparison unit determines that the actually-measured value and the target value coincide with each other; and
an output unit configured to output a plurality of pieces of target time information stored in the buffer to an external device through communication with a predetermined communication period.
