1. A computer system, comprising:
a processor; and
memory coupled to the processor and comprising instructions that, when executed, cause the processor to execute operations to generate a radiation treatment plan, the operations comprising:
accessing, from the memory, a minimum prescribed dose rate to be delivered by beams into spots in a target in a patient;
determining a number of the spots and an arrangement of the spots in the target; and
determining a beam energy for each beam of the beams, wherein the beam energy for said each beam of the beams is determined such that each spot of the spots receives the minimum prescribed dose rate.
