1. A cell split controller comprising:
an output configured to be coupled to a network connection; and
a control circuit coupled to the output, the control circuit configured to:
assign a first plurality of end devices to a first gateway operating using a first channel set;
assign a second plurality of end devices to a second gateway operating using a second channel set; and
order the second plurality of end devices to operate using the second channel set.
