1. A method of video encoding, comprising:
determining a context model for a syntax element to be included in a coded bit stream, the syntax element corresponding to a transform coefficient of a transform block, wherein the determining includes:
determining a template magnitude of the transform coefficient, the template magnitude representing magnitudes of a local template of the transform coefficient; and
identifying one of candidate context models for coding the syntax element based on the template magnitude; and
encoding the syntax element based on the identified context model.
