1. A method of processing visual media data, the method comprising:
processing a bitstream of the visual media data according to a format rule, wherein
the bitstream includes a merge with motion vector difference (MMVD) flag syntax element that indicates whether an MMVD mode is used to generate a motion vector predictor of a current block; and
the format rule specifies that
when the MMVD flag syntax element indicates that the MMVD mode is used to generate the motion vector predictor of the current block and when a maximum number of merge candidates in a merge candidate list of the current block is greater than 1, a first syntax element is included in the bitstream, the first syntax element indicating a base candidate index of the MMVD mode; and
a second syntax element and a third syntax element are included in the bitstream, the second syntax element indicates a distance index of the MMVD mode and the third syntax element indicates a direction index of the MMVD mode.
