1. An over-the-air (OTA) master configured to control a software update on electronic control units mounted on a vehicle, the electronic control units including a first electronic control unit and a second electronic control unit, the OTA master comprising:
one or more first processors configured to:
separately receive a first distribution package and a second distribution package, wherein
the first distribution package is a distribution package of update data for the first electronic control unit with a non-volatile memory of a first type, the non-volatile memory of the first type including one storage area, and
the second distribution package is a distribution package of update data for the second electronic control unit with a non-volatile memory of a second type, the non-volatile memory of the second type including two storage areas; and
receive, from the center, the second distribution package before the first distribution package based on type information including information on a non-volatile memory type in the first electronic control unit and information on a non-volatile memory type in the second electronic control unit.
